Rachel Springer was was the ninth of ten children, born about 1844, in Hancock, Hancock County, Maine, the daughter of David T. Springer & Louisa "Lovisa" White. By 1870, she had moved from Hancock, was married to Amasa P. Willey, and living in Marysville, Yuba Co., CA.

Other members of Rachel's family moved west from Maine to California, including sister Sarah, brothers Jason and Watson, some cousins, as well as some Salisbury step-brothers and sisters.
